Just keep hammering them, the key is persistence and a lot of luck in the end.

For some reason my bank declined the transaction on my debit card but it finally went through on my credit card. If you are trying to webchat continuously ask to speak to someone on the phone, they will give in eventually.

PC loot chest apparently is out of 53,000, http://i.imgur.com/otPPt.jpg. Don't know if that is shared across platforms.

As far as I know, after reading related topics on http://forums.gearboxsoftware.com/, the ULCE is 53,160 overall copies.

So, there should only be 17,720 copies per platform (PC / Xbox / PS3), if it's equally dispatched.
Certificates are common for all 3 versions 'cause it "counts" the number of manufactured Chests, no matter what the version of the game is in for (PC, Xbox or PS3).

Concerning the missing Marcus Bobblehead figures, there's still no official answer from Gearbox... But most of the people complaining about the missing item had pre-ordered or bought their ULCE at Gamestop. So, rumors start to spread about a Gamestop's trickery.
Anyway, there are just rumors... And a problem on the assembly line is possible.

they plan to get them to us for launch so I would assume tomorrow/thursday

Amazon plans to dispatch in France on Thursday so that people can get it for the official release day, so Friday. But depending on shipment leadtimes, Amazon plans the deliveries between Friday and next Monday.
It's the same for GAME in France... So, it's should be the same in UK.
