most likely it will require purchase of the game as well..i don't think they would sell empty cases.

it is or was scheduled to release this Sunday according to the website link that is supposedly taken down..also..pure speculation, but with the not for resale markings and the coinciding $59.99 pricing..it may require a game purchase as well..i don't think steelbook will be available separately.
