There aren't too many for the UK PAL. Off the top of my head:

Confidential Mission (Blister pack with Mad Katz gun) [Citation needed]

Samba De Amigo (Box set with official SEGA maracas)


Australia had an exclusive set for SEGA Bass Fishing with the fishing rod controller. As far as I know, the official fishing controller and this set was not sold in Europe [Citation needed]


There are also many Portuguese sets which consist of either a game + VMU, or game + rumble pack. These are typically blister pack sealed, and their legitimacy as true LE's is debateable. There are also some portuguese sets which have a game + controller, which do appear to be more special...
