Apparently not...

Capcom Europe have stated via Twitter that there are no plans to release any special editions for Dead Rising 2: Off The Record

I had previously asked them (via Twitter) whether or not there were any plans for an LE or CE:

@CapcomEuro (http://twitter.com/CapcomEuro) - Are you able to tell us whether Dead Rising 2: Off The Record will be receiving any Limited or Collector's Editions at all?
To which they replied:

@CEdotORG (http://twitter.com/CEdotORG) no plans for a SE as the game will be premium budget title

I though Off The Record was nothing more than an expansion pack, similar to dead nightmare for red dead redemption.

timers is an essential (but annoying) part of the game so i'm guessing it stays.

and boo for no LE/CE for Off The Record. Dead Rising 2 had some fun ones.

Off The Record is more like an alternative take on DR2. A retelling of the events of the game as if Frank West were there instead of Chuck Greene. It's not canon though, and is completely made-up. It's a full game in its own right, but is being released as a premium budget title (however that works!) - I guess as DR2 is now a budget title, charging full price for a reworking of it would be silly, in the same way that Street Fighter IV variations are often launched at half the full price

Yeah, I understand why everyone complains about the timers, but they are integral to the game. I kind of miss the feeling of the original Dead Rising, I can't pinpoint it but Dead Rising 2 just feels different. Regardless I am a huge fan of the series, and can't wait for this one, I think Frank West fits the role much better.

I understand the timers being there to push you forwards (like in real life), but they are annoying when all you want to do is mindlessly kill hoards and hoards of zombies in the most creative way possible. The game pushes you along too fast at its own pace rather than giving you enough time to openly explore like in sandbox games such as GTA or Red Dead Redemption

I'm still looking forward to it even if it is just a budget title. I've got the CE's for the first two so that will do. More achievements can't be a bad thing.
