A couple of reasons
- Some people enjoy digital copies of games
- Some people do not want the US version of the game
- Retailer exclusive incentives like DLC etc. (probably not in this case though)

Another reason, all of the previous Forza games in the series have been region locked and if MS is coming that same region locking crap this gen, then that might be a reason why they will not ship the game to international customers.
Dead Space 3 was region free.
