Each division handles its licencing and licenses to different companies, and handles distribution differently
But within that, each separate country within EMEA has its own budget for making promotional or retail items and so you get France having exclusives or Germany having exclusives ... That's because the UBisoft or distribution cdivision for that country has authorised it

What do they get from making some exclusive to a certain region? I thought what every company that holds a product and such, is to make the most money they can make out of it.
and by keeping a product to one or a certain region, they lose lots of potential money, I never understand moves as such.
