EB games/Game stop must do things differently for different countries then. I know the Canadian division of EB didn't do a lotto like this, because then *all* the level 4's would have won (since there are only approximately 70 level 4's in all of Canada)
I was able to pre-order my Collector's edition in store while I was working but I must have bought our regions' allotment, since we are now sold out Canada wide (unless we get more allocated.)
I'm personally waiting to see if this is going to be a Dragon Age scenario where the
idea is sound but the implementation is flawed - not to mention the packaging (just glad my inquisitor's edition arrived completely intact). Watching the demo video of the Clap trap in action was fine, but it bugged me that his arms were stuck in that same position. Just looked cheaply made to me. The other aspect I'm not sold on is the use of an App on your tablet needed to control it. if it's not compatible with my phone, I'm screwed too!
