I know that sounds good but I highly doubt PayPal will do anything regardless of eBay's rules. For the most part if it has passed any policy time limit they are not going to help you.

was talking about law system of a particular country - '' if you sell something you gotta deliver it '' . there's no other way . making a refund is seller responsibility . but it can be pretty hard if not impossible for someone lets say in poland to sue somebody in the us over 200 bucks (not sure about international law rules , sadly forgot a lot from what i've learned in the past).
what im saying is paypal has to step up on this. recon they wont have much problem with getting their money back and they can bild up their trust big time. so refund buyers first , then take on the sellers.
i was getting at ''the mindset'' thing there . not pre-ordering to sell with profit , selling with profit because you've changed your mind and dont want it anymore.
and yeah killing one person won't make you a killer , you can kill up to three and you'll be ok
