Only in US, EU won't get the CE

Is it certain? have they publicly stated that EU won't receive a CE?

I mean I don't really mind since I already pre ordered one for me ( thanks again Dan ) but I have a friend or 2 that really want it and don't want to import it.

Is the art book in the US CE the same as the one in the GAME UK LE? I'm not really bothered about the bluray OST or lithos tbh, just the book.
