I have a theory that it has something to do with the competition PES creates in most of these countries. I know that Spain has always had a big fanbase in Spain, and I think Italy too.

In England you'd think they'd make a mint of steelbooks, but people will buy the game anyway. Think in France and Italy they have just really tried to target the market by offering club steelbooks.

Fifa - 3140 steelbooks.........a year
