The Kombat pack is only free to USA copies rest of world paid DLC. PSN doing a deal with it till 13/4/2015 $125 AUD as for Box1 I don't have one so no info.

And for all us non americans we lose out on content. So yeah looks like I'm cancelling my preorders.
