It's steelbook - look inside (not my photo):

As I understand that was German exclusive - I got mine from eBay and paid only 7,5eur (like new) but usually price is higher.

There are other versions of FF VII:AC steelbooks and metalpaks (not my photos):
Final Fantasy VII Advent Children Complete metalpak (from China and Korea?):
