I'm asking because local retailer told me, that steel will be inside packing/box not separate like normal pre-order bonus items...

That store just sells import versions of game - NA (with calendar) and EU (with steel).

That shop orders the stuff from US and Europe and then marks up the price to sell locally. It's not Asia preorder bonus.
