That was the final shipment, Bethesda came out and announced North America shipments are done with, all sold out now.

No, they said they are finished making them, and that no more would be made. That was for the North America market, they implied that perhaps they may have another small batch to announce for the international market but unsure.

2nd Batch for europe regions were allocated and most places are all out now

Yeah it sounds like Bethesda is finally, and official, finished with allocating them to retailers and that no more will be made, so what will be out there will be out there. I suspect some of those who already ordered extras have been selling them now on eBay so there may (keyword "may") not be that many on the secondary market when they release in early November or around the Christmas holiday.
