As long as it's the same card as before then no effect on pre-orders.

I did it with my account a few weeks back and pre-orders went through fine, although stupid me, have to return because I was suppose to cancel it.

If you are having that much issues I would say try a different browser. Something is wrong with the way it handling cookies.
