Ubisoft did the same thing for Europe with that edition of Watch Dogs 2. The explanation they gave us was because they would not be able to fulfill the production numbers on time for the release of the game, so they prefer to release the entire stock they are able to produce in the US only and ignore the rest of the world.
When things like this happen, usually it's because there's a problem with one of the items and they are forced to cancel the edition. It's not the game companies that produce additional items and bonuses like statues and whenever the maker doesn't meet the expectations in terms of quality, they cancel it. This is what happened to the Batmobile Edition of Arkham Knight. However, the entire stock was cancelled, not just the one available for a few countries.
When they cancel the edition for a particular set of countries, they are just being a******* and want to move their entire stock to their most successful markets and they hardly ever offer a reasonable explanation because they don't want to further damage their image by telling the truth.
Big companies suck big time.
