Definitely possible but you might want to give him the benefit of the doubt. I get bidders like that all the time when I list things and I worry people will think there's foul play.

Best Ebay tactic I've found is to submit your highest automatic bid with under 10 seconds. Doesn't give the shill bidders enough time to respond.
