They had confirmed via a q and a that cod 4 will only be available thru the legacy editions. It will not be separate.

According to their FAQ buying the legacy editions is the only way, unless they said differently elsewhere.

Yes, according to the news it's a digital download only and will not be a physical disc on any version of IW editions. Additionally, you can only access Modern Warfare Remastered via using the IW game disc (presumably through the game's main menu).
