I just changed my delivery address to Russia to see what happens.

Apparently the Steelbook is not intended for worldwide shipping and is therefore displayed as "currently unavailable" for users with a delivery address in Russia.

Exactly the same was the case with the Nioh 1 + 2 collection on Amazon Japan. If the delivery address was outside of Japan, the item was displayed as "currently unavailable".

Doesn't explain why the xbox version is available but the ps4 isn't though?

The Xbox version is activated for worldwide shipping. I don't know why they didn't do that for the PS4 version too.

But if you are primarily interested in the steelbook, you can get it that way.
