They noticed that there is an announcement on the Bandai Namco US store that they are relaunching the site early December and that they won't be accepting any preorders until then. So if this actually comes to US as advertised, I doubt it will be before December

Thanks for the heads up! That was a real bumpy launch for their new store. I spent a ton of time to get past the age gate and then got it in my cart, but couldn't log in. They said they were pausing the preorders, but I was able to finally log in and it was already in my cart, so I finally finished checkout successfully for the Premium Edition. PITA.
