First off, it's probably gonna be continued as DLC (and novels), because they already announced additional scenarios. Secondly, even if there was to be FFXIII-3 (which I would love so much to have ) no one said when.
And for the last time, different people work on Versus, not the same that work on FFXIII.

Except Nomura....hands off, mind you but still involved.
