I showed you an official tweet from Gearbox twitter (in Ayiu's database entry for Borderlands)
which clearly states that both of these Borderlands 2 editions WILL BE released in EUROPE TOO.
You just have to wait until the retailers are ready.

Gearbox Software @Wrnglr GameStop should have preorders up on their site soon. The stores I believe started taking preorders this morning.

Gearbox also stated that these editions will NOT be exclusive to one retailer.

The Gearbox and 2K team are good about answering questions and keeping in touch with fans (from what I've seen) so that's a big plus. Both Gearbox and 2K are good about staying connected w/ the social networks, so that's the best place to check.
