Ok so I asked a target employee and he said that the steels will be available on release day for the pre orders only

I will go to my nearest store tomorrow to see how this will be sold, my guess is that it won't be sealed with the game inside and it will be given as an incentive. Hopefully I can manage to get my hands on a couple.
