I'm not exactly sure, but I believe that you have to sign up to be notified on when the pre-sale begins in order to secure a signed copy.

Not sure if they will ship Internationally. I'll ask.

That's the same company that did the Journey art book,; and if memory serves, they do not directly ship that book (the signed version) internationally. However, they did eventually offer the Journey art book (unsigned version) to international customers through Amazon.

They ship internationally. When the journey artbook was up for sale I added it to the cart but the shipping cost was around $40-45 so I said fuck it.

That's crazy expensive, on top of a $70 book.

I did order the Journey book. Luckily I went through it when I got it, a page had a hole gouged out, halfway through the book and in the middle of a page. I had to ship it back and get a new signed copy.
