does NIS America immediately charge for the pre-orders? or do they charge your credit card during release day time frame?..also is this "exclusive" to them?..and does anyone know if there's a only steelbook version without the extra swag?

Nope , the only other edition is the Early Enrollment Edition which comes with Artbook & OST
