You can report the listing but not the seller, they will cancel the auction and the seller will start again.

Not much you can do.

actually to me it just looks like a newbie bidder who doesn't fully understand how eBay works. incrementing their bid by 5 and then not realizing how they got outbid so fast.

Sounds to me like he put down a load of preorders and where ever he ordered them from, cancelled the orders. Serves him right for trying to profit off it and serves other people right for buying a preorder item off ebay. I've learnt from my mistake and wouldn't preorder another item off ebay again. >.<
