OK so I have just spoken to my bank / fraud department as normal banking customer service was closed
Digital river / ubishop / uplay take payment like this
They request funds for the full amount at the time of shipping the pre order
And they also take the 7.99 GBP(or equivalent) and they bank (as in keep) the 7.99
But they do not accept the full 119.99GBP (or equivalent) so it is in your account as it is in your account balance, but not your available balance.
So you are in able to spend this money.
And usually funds are claimed / accepted / banked after 2 days and if they agree not claimed / accepted / banked by digital river (the company claiming the funds / requesting authorization / asking for the money) within 8 days then the funds (money) will become available to you (in your available balance) again

I didn't ask why they done this
I'm sure its possible to speed up the process by contacting digital river and asking them to speed up there authorization process
