I ordered mine from Nin-Nin Games. Not sure of the cost. Just paid on credit card and didn't look! XD Was a bit of an impulse purchase for me. Will go nicely with my PS4. ^^

Yeah, vita games and consoles are region free and you can access the store for the region your account is set to. The only issue is if you play an import physical game, you would not be able to download any DLC for it from the vita store if the game region does not match your account region. Unfortunately you can't have multiple region accounts on the vita like you can with the PS4.
