As far as I know Borderlands1 was region free for Xbox360 and there's a very good chance B2 will also be region free!
Also, if you've never ordered from gamestop ever, I highly suggest that you don't bother using your CC unless you're able to fax them your CC statement asap because that's what they require of you to do for first orders. What would make things easier for you is to ask an American citizen to purchase you a gamestop online credit from the site to the equivalent amount or more to cover the game and shipping fees.
