UV protection will not eliminate fading, it will only limit the amount of harmful UV rays that will contact the poster. Other factors can contribute to fading, such as pollution, humidity, heat, and the paper that was chosen for the print and surrounding matting.
This is true. Even the best framing with all conservation materials will only protect your art so much. I only frame stuff I'm planning on keeping forever.
