From my recollection, this is what I can confirm (not 100% because this is out of pure memory as I haven't revisited this avenue in such a long time) about your WTB list:

No
GTA III skateboard
GTA IV Neon Sign


Yes
GTA: SA Red dragon poker chip available in the mobile casino

As for the other Rockstar franchises, I think they are even more obscure to collect from because the items aren't as publicized AND there are more dedicated GTA collectors to provide frame of reference as to what is out there. I only know of one dedicated Manhunt collector.

The last time I spoke to that Manhunt collector, he wasn't willing to sell anything. He just wanted to show me the fruits of his labor
