Yes, it's the recruit kit. Journalists also got it with a promo.

Officially added:

sealed, selling as pair only - not cheap. 80$ for Chloe and Nadine shipped.
100$ for pair + Sony promo of your choice, as long as I have it (TLL, GT Sport, Wipeout Collection, etc).

I'll offer good package deals with press kits.
