They are official licensed because the Steelbook logo is a trademark as a proof that it was produced and licensed by Scanavo but that has nothing to do with the term "officially released" because those steelbooks will never be available in a shop or store, online or offline as part of an edition or as pre-order bonus if you order the game the steelbook was made for.

Not it isn't. It was a promo steelbook. I don't know exactly if it was part of a press kit or not but as far as I know that steelbook was never part of an edition or a pre-order bonus.

It depends on if that steelbook will be officially released and be part of a game edition or a pre-order bonus.
Otherwise if I will add any promo steelbooks the videogame steelbook list will always be incomplete because maybe there is no one who knows all those promo steelbooks and I think it also makes no sense to add steelbook which are nearly impossible to get because they were never part of an edition or a pre-order bonus for pre-ordering a game
