You are most definitely unlucky, however...

Scanovo production quality has been getting worst (price to pay for making more?), but also Retailers and Publishers have become lazy and extremely incompetent.

Most (99%) of Steelbooks that come in the CE's dont come wrapped, Publishers (or whoever does the CE's for them) just throw them in together with everything else. I can count by the fingers in 1 hand the number of CE's that bring the steelbook protected.

Retailers are even worst, its already bad enough that a lot of times they do not come wrapped from Scanovo (when it was the Anthem steelbooks, i bought a tonne of them so i receive them from the Retailer still inside the boxes Scanovo sent them in, not even 1 was wrapped), but then they go and throw them, slide them, pack heavy stuff on top of them, etc so if they weren't yet damaged, they most likely will be now.

So, to answer your question:
Yes, it is worth... but you need luck
