I think you've read that chart wrong. The 360 got the worse deal. The Crosses signify what DLC comes with each edition. They wouldn't not include the "online passes" for ME 2&3. So the PS3 gets the most DLC with the trilogy.

If I'm honest, I'm surprised they bothered to press Disks for ME1 for PS3 and didn't just include a redeem code for a digital copy...
