I'm pretty sure they should be the same, but got the dyes wrong or something like that.

There is a special "promotional" steelbook for 12 months Xbox Game Pass subscription code, which comes in said steelbook.
In Germany this is available at Media Markt/Saturn as a limited time offer.
(I don't know where or if this is available in other countries.)

Fallout 76 Pre-Order Steelbook (BestBuy/USA,Shopto/UK) These two steelbooks are not the same BTW

The spine is black there are three bethesda logos on the back and inside the case fallout 76 logo is where the disc is instead of the world map and the whole case seems to be a bit bigger then the US one.
