It's not sold by Scanavo, it's sold by Amazon, but it's listing Scanavo as the publisher (like how they have BradyGames listed for some guides) since it's just the steelbook, no game. Had the game been included, I assume it would've said Blizzard instead xx

So then for the metal gear rising steels, it's listed as by konami because of the DLC inside I would assume?

Yeah, probably. I think it's just staff at Amazon that assign them though, so it could be different for some things due to human error xx
