Bestbuy doesn't sell the preorder steelbooks individually until the game releases. However they always order more than the preorders (to account for last minute preorders) and every store usually ends up with 40-50 extra. It takes approx 2-3 months for the steelbooks to go on sale on the website. If you want to buy the steelbook without the game, just go to a Best Buy near you 3-4 days after the game releases. They will surely have a few thrown on the shelves (or random laying the ground)
