But these are basically second hand sales using altered steelbooks that have already been released by Scanovo and paid for. So it's not like Scanovo is being cheated out of money.

Also, it's not like people are using custom steels to imitate official steels. Like if someone was to create custom steels for rare steels like TLoU or Mirror's Edge which resembled the official thing, maybe I'd have a problem with fakes flooding the market. But customs use completely different artwork and are easy to tell apart.

Exactly.
They are not copying licensed material, they arent claiming them to be official, they arent making the steelbooks themselves (i mean the metal case itself), so they arent taking anything from no one.
Cant imagine it being "illegal" in the full sense of the word.
