Cant be only at best buy because that same steelbook is available in portugal as well.

Yes, Portugal also just steelbook, no game.

Ok so, i called them and apparently small stuff like this they do ship internationally.
Shipping for both steelbooks in EU is around 10€.

However if by any case they do not, let me know and i am happy to help you.
