Tales of Xillia is getting a collector's edition in North America and Europe, Namco Bandai have announced.
The collector's edition will come in limited edition packaging and will include the game, a Milla Maxwell figurine, a 100-page art book and a music CD.
The Tales of Xillia collector's edition will cost $99.99 in North America and 99.99 Euros / 85.99GBP in Europe. Meanwhile, the regular game will cost $60 in North America. Namco will release the RPG on August 6th in North America and August 9th in Europe.
You?ll be able to pre-order the Tales of Xillia collector's edition from "participating retailers" in North America. In Europe, the collector's edition is up for pre-order at Namco's Tales store. Only 10,000 copies will be available at the online store.

Would pre-order this straight up from the Tales Store, but not sure if payment is taken straight up.
It looks like payment will be taken upon dispatch according to their T&Cs. I assume usual rules apply when using paypal as payment method though, where payment is taken upfront.
Also, it looks like Europe got shafted on price due to currency rates... >.<
does seem to be a place were you can preorder the american copy yet. Only find it from europe places at the moment.
You will not be debited until Tales of Xillia is officially launched in Europe (currently planned for the 9th of August 2013) and your item is ready to be shipped. You will receive shipping and debit notification when your order is ready to be dispatched.
The only thing that concerns me is that if I really need to cancel it later if the washing machine breaks down for example, I see no way to do so easily.
Even though I don't sell mine, I reckon this one will get pretty valuable if they stick to 10000 for PAL.

probably the usual suspects for the US...best buy, amazon, and gamestop...those 3 seem pretty consistent when it comes to collectors editions.
i actually bought the japanese version last year..that came with a special limited edition dualshock 3 controller with the game in a limited edition artsy looking box.

Hmm. Apparently if you preorder you will get the Limited Edition. It comes with everything except for the figurine. This will only available on the first run.
